PRIMARY PURPOSE
The Building Services Manager is responsible for overseeing the maintenance, safety, and efficiency of the physical infrastructure of the venue. This role ensures that the building facilities meet the needs of the staff, clients, and visitors while complying with relevant health, safety, and environmental regulations.
ACCOUNTABILITIES
Maintenance and Repairs:
- Oversight of routine and preventative maintenance of all building systems including HVAC, EWIS/FIP, services, and structural components.
- Executes within skillset and certification repairs and modification to the building, facilities/fittings, services, and infrastructure.
- Manages the effective and timely address of building security issues and fault rectification regarding services, plant, HVAC, access, security and EWIS/FIP systems.
- Manages repair projects, alterations to building, plant and infrastructure, including capital works ensuring timely and cost-effective completion, within agreed budget allocations.
- Provides specialist advise, researches and develops recommendations in applied field of expertise and prepares reports, briefs and correspondence on issues that (have the potential to) impact the daily activity within the Centre or building operations.
Safety and Compliance:
- Ensure compliance with all local, state, and federal regulations concerning building operations and safety.
- Conduct regular safety inspections and statutory tests of building, plant and assets.
- Develop, implement and maintain health and safety protocols and administration, as required.
Supplier/Contractor Management:
- Plan, manage and oversee the day-to-day maintenance, repairs and compliance works and inspections by external suppliers and contractors. Provide compliance inductions as required.
- Monitor supplier/contractor performance and ensure adherence to contract terms, maintain records of maintenance reports and compliance inspections.
- Contribute to the selection, negotiation, and management of contracts with external suppliers, contractors and service providers.
Budget and Resource Management:
- Develop and implement a comprehensive operational and strategic maintenance plan.
- Develop and manage operational budgets and expenditure in line with delegated responsibilities. Support the strategic capital, operational and maintenance budget planning for the department and organisation.
- Maintain inventory of supplies and equipment.
Sustainability Initiatives:
- Contribute to the development and implementation of sustainability strategies to reduce the environmental impact of the facility.
- Promote energy efficiency and waste reduction programs.
- Provide environmental reporting to both internal and external stakeholders.
Carry out any other duties that may be required by Management.

KEY SELECTION CRITERIA
- Tertiary qualifications in a relevant discipline, equivalent experience, or expertise in a relevant building facilities maintenance field.
- Strong knowledge of building systems and maintenance procedures and a demonstrated proficiency and competence in use of power tools and other equipment required for repairs and maintenance and compliance.
- An ability to build and maintain relationships with people at all levels, forge partnerships and build trust across business areas, functions and organisations.
- Knowledge and experience at using IT programs, including Microsoft Word, Excel and Outlook and the ability to become skilled user of the Melbourne Recital Centre's venue management systems for which training will be given.
- Demonstrated ability to problem solve and use initiative, with ability to diagnose issues and implement effective solutions.
- Highly developed interpersonal and negotiation skills, as well as high standards of personal presentation and the ability to maintain good working relationships with a wide range of people both internal and external to the organisation.
- Demonstrated capacity to be highly organised, determine workloads, set priorities, work independently and under pressure in a multi-task environment and complete tasks within specified timeframes.
- Solid understanding of technical aspects of plumbing, carpentry, electrical systems, etc.
- An ability to articulate complex building services issues through the writing of reports for Senior Management decision making.
CLASSIFICATION
Melbourne Recital Centre Enterprise Agreement 2021-2024 Grading 4.1.1 - $90,142 per annum plus superannuation guarantee, currently set at 11.5% from 1 July 2024 moving to 12% from 1 July 2025.
WHS RESPONSIBILITIES
In the context of Workplace, Health and Safety policies, procedures, training, and instruction, as detailed in Section 25 of the Occupational Health and Safety Act 2004, employees are responsible for ensuring that they:

- At all times, take reasonable care for own health and safety and that of other persons that may be affected within the workforce.
This role will contribute to the membership of the Workplace Health and Safety Committee.
OTHER RELEVANT INFORMATION
For safety reasons, the role imposes certain physical requirements: the incumbent must be able to work at heights, must not be colour-blind, and have a reasonable level of fitness to lift, move or transport equipment.
May require working outside of regular business hours to address emergencies or maintenance issues.
The position comes with a financial delegation of $2,000 to be outlined in the Delegations Policy.
This role is contingent on successful completion of National Police Check, Working with Children Check (WWCC) and valid working rights.
